and implement national standards and coordinate standardization, certification
and testing activities for enhancing the competitiveness of products and
services of Cambodia
BACKGROUND
The Institute of
Standards of Cambodia (ISC) was established by Law on Standards of Cambodia with the main objective of promoting standardization and quality
assurance in the country. The ISC that is a government institution functioning
within the purview of the Ministry of Industry, Mines and Energy is recognized
as the leading National Standards body of Cambodia actively promoting,
standardization and conformity assessment activities as a means of upgrading the
quality infrastructure for increasing the competitiveness of products and
services for the benefit of the people of Cambodia.
For
the purpose of trade and industrial development internationally and regionally,
ISC is a subscriber of the International Organization for Standardization (ISO),
an affiliate member of the International Electro technical Commission (IEC) and
also a member of the ASEAN Consultative Committee on Standards and Quality
(ACCSQ). With the accession of Cambodia to the World Trade Organization (WTO) in
October 2004, ISC operates a WTO/TBT (Technical Barriers to Trade) enquiry point
and acts as a notification authority.
ISC is headed by the Director
General and has a complement of multi-scientific staff especially trained for the
purposes of carrying out standardization, product and systems certification
activities and also for providing testing, information services, training and
consultancy.
Since June 2003, the United
Nations Industrial Development Organization (UNIDO) and the Government of
Cambodia have implemented two projects for the development of Standards,
Metrology, Testing and Quality activities and considerable assistance has been
provided to ISC for upgrading services and activities.
FUNCTIONS & DUTIES
-
To prepare national
standards for products, commodities, materials, services, practices and
operations and promote general adoption of such standards;
-
To operate conformity
assessment schemes in accordance with the provisions set out in the Standards
Law of the Kingdom of Cambodia;
-
To establish and maintain
laboratories, libraries, facilities and other equipments for the
purpose of furthering standardization and quality;
-
To certify the
conformity of products, commodities, substances, materials and equipments for
local consumption or for export;
-
To certify the
conformity of safety of products, materials and equipments for local
consumption or for export;
-
To certify the
conformity of the productions and services management systems;
-
To undertake research
in connection with standardization and quality;
-
To provide
educational, training and consultancy services to promote standardization and
quality;
-
To approve
utilization of laboratories, facilities and other equipments of local or foreign
entity for the purpose of the Department;
-
To provide for
co-operation with any person, international organization or association outside
o f Cambodia, having objects similar to those of the Department.

To foster and promote
the implementation of standards and standardization as a means of advancing the
national economy, benefiting the health, safety and welfare of the public.

To assist and protect
consumers in respect of safety and quality of goods and services; and
-
To co-operate with the
local authorities, the industrial, commercial and trading sectors and such other
organizations with a view to securing the implementation of the standards.
