What is a Standards?
 

A standard is a document established by CONSENSUS and approved by recognized body , that provides, for COMMON and REPEATED use, rules, guidelines or characteristics for activities or their results, aimed at the achievement  of OPTIMUM DEGREE OF ORDER in the given context.

Standards should be based on the consolidated results of science, technology and experience, and aimed at the promotion of optimum community benefits.

Why are do Standards important?
 

Standards play an important role in everyday life. They may establish size or shape or capacity of a product, process or system. They can specify performance of products or personnel. They also can define terms so that there is no misunderstanding among those using the standard.

 

As examples, standards help ensure that film to fit our cameras can be purchased anywhere in the world, that a light bulb fits a socket, and plugs for electrical appliances fit outlets. With standards, our homes, workplaces and public buildings are safer from collapse, fire and explosion.

What does ISC do?
 

ISC, the Institute of Standards of Cambodia  provides services for all stakeholders in standardization by serving as a meeting place for representatives from industry, commerce, consumers, the trades, other service providers, research organizations, technical inspection institutions and public authorities. At ISC stakeholders sit down together to develop consensus-based standards that meet market requirements.

By Law on Standard of Cambodia, ISC has been the acknowledged as National Standards Body that represents Cambodia interests in Regional and international standards organizations.

 

Who can be a member of Technical Committees (TC) and Working Groups (WG)?

 

The member of TC or WG can be from  individual companies, associations, public authorities, and other organizations from industry, commerce, the trades and research. ISC members help support standardization through their fees and play an active role in the decision-making process.

How to become involved with TC or WG?
 

The Institute of Standard of Cambodia  (ISC) welcomes individuals who can contribute their expertise. The application process is quite extensive but it is designed to ensure that we get the right people into the right committees. We want you to be successful and we work hard to make sure that happens. The skills and background required will vary depending on your interests, so the best way to find out if the ISC Member Program is a right for you is to contact Standards Development, Training and Consultancy Department (SDTC).

How is a Cambodia Standards developed?
 

Anyone can submit a proposal or a new standards. One accepted, a standardization project involves all interested parties, who delegate experts to present their  interests in the work groups overseen by standards technical committees, the permanent secretary and staff of ISC’s SDTC coordinate this process and are responsible for overall project management. Standards are consensus-based, that is they are developed by experts with the goal of arriving at a common standpoint. In  doing so, they consider technological developments, economic viability and international harmonization. One discussion has reached the stage of initial agreement, the results are published as a draft standard and made available  to the public for comment. Comments        received are discussed by the committee before a    standard can be adopted and published.

What are the economic benefits of standardization?
 

Standards promote worldwide trade, encourage rationalization, quality assurance and environmental protection, and improve security and communication. Standards have a greater effect on economic growth than patents or licenses. Here are some of Economic benefits of standardization

How do standards help customers?
 

Standards help to ensure safety, quality and easy operation of products. Standards accompany us throughout our entire lives, making our baby articles, toys, and school supplies safe, then ensuring the quality of the products we use at home, at work and on the road. Without standards, the light bulb won't fit in its socket, the letter won't fit in its envelope, and the nozzle won't fit in our car's tank.

 

Standards help protect our safety, health and the environment, and ensure performance capability and reliability, thus increasing consumer confidence. They also protect employees in industry, in the office, in laboratories and on building sites ... in short, standards help make life better for everyone in all walks of life

Do we still need Cambodian Standardization when we have international standardization?
 

We most certainly do need ,  without Cambodian Standards Cambodia could not participate in international standards work! ISC represents Cambodia interests in region and international standards organizations such as ACCSQ and the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). Stakeholders can participate in wok at ISO/IEC only if they are accredited by ISC. They can also work on a national "mirror" committee which presents the national position on a topic in the form of a standard proposal.

What should I do if I want to take part of the development of the standards ?
 

Participation in Cambodian Standard development is open for all interested by attending the Standard Technical   Committee meetings, working Group meetings and /or commenting on Draft Cambodian Standard. Contact    Standards, Training and Consultancy Department  ( STCD)  for more  information.

Do I have to be a member to participate in the TC or WG ?
 

No, but you do have to be a member to ballot on standards, or a per-ballot fee is required. Unlimited balloting means savings for you as an ISC member. Comment and ballot on as many standards projects as you wish by accepting invitations to ballot on standards that impact your industry or company. A web-based balloting sign-on sheet allows you to select an unlimited number of balloting pools that you wish to participate in at no additional charge.

What kind of benefits when I get ISC membership?

Are standards equivalent to laws?
 

Standards are not in themselves regulatory in nature and their use is voluntary. Although standards are in effect  recommendations, they are widely used because of the benefits they bring and because they contain a concentration of qualified technical information.

Standards only become mandatory if they are referred to in private contracts or agreements, or in laws or regulations and their use is stated as a requirement. Standards can prevent legal disputes, because they set out unambiguous specifications.

Who are ISO and IEC?
 

ISC is the official Cambodian representative to the International Organization for Standardization (ISO) as subscriber member and the International Electrotechnical Commission (IEC) as affiliate member.

 
ISO develops, coordinates and promotes international standards for a wide range of business sectors. ISO standards include technical product specifications, procedures and guidelines for services, personnel, and management system standards for quality .(ISO 9000) and the environment (ISO 14000).
IEC is the global organization that prepares and publishes international standards for all electrical, electronic and related technologies.
