“Capacity Building Programme for MSME on International Prepared Food Standards”Questionnaire for Food Regulatory Agencies  Introduction of projectMicro, small and medium enterprises (MSMEs) form majority of the businesses in the Food, Agriculture and Forestry (FAF) sector which is one of the key ASEAN Priority Integration Sectors (PIS). However, MSMEs contribution to exports and participation in global trade is currently limited due to skill gap, lack of information on market access, trade and food regulations. Therefore it is important to provide access to information and facilitate capacity building programs among MSME’s operating in pre-packaged food sector to enhance their capabilities. The project titled “Consulting Opportunity for Capacity Building Programme for MSME on International Prepared Food Standards”aims to support awareness-raising and adoption of international standards and understanding of food related legislations and regulations by the MSMEs in the AANZFTA region, providing a platform for MSMEs, MSMEs enablers and government officials, who are involved in the international food industry, in particular, the process/prepared food sector, to enhance their knowledge and expertise in terms of international prepared food standards. This project supports the capacity development on International Prepared Food Standards through conducting needs assessment and design a regional capacity building programme for MSEs and MSME enablers in AANZFTA region. In order to layout specific outcome needed by the project we are performing stakeholder interactions to obtain primary information and data.ObjectiveThe objective of this questionnaire is to understand from the regulatory agencies,the regulatory standards for pre-packaged food in the country, standards for trade, labelling, packaging requirements, gaps and challenges in implementation of regulatory standards. The aim is also to understand the current capacity building programs provided to the MSMEs on regulatory standards, challenges and needs in the capacity building of MSMEs.These questions are indicative and only serve as a guidance for the discussion/interview purpose.QuestionnaireOverview of Food Control System1.       Overview of Food control system in the country such as Ministries/Regulatory bodies involved in the control of pre-packaged food, enforcement mechanism, food import control, etc.(Help us in understanding the regulatory framework, implementation mechanism and challenges with respect to pre-packaged food in your country)2.       What are the sources of nationalstandards - science based & based on international standards like Codex? 3.       Is the feedback or any consultation from stakeholders including MSMEs are considered in setting standards? What are the feedback mechanisms for MSMEs?4.       Are the standards available/accessible freely to stakeholders including MSMEs? 5.       How are novel foods regulated and approved in the country? Is there a process in place for approving the products in emerging food sectors?6.       Are there any criteria for categorizing products under food and health? Are health claims permitted? Is there enforcement for false claims / misrepresentations of products? What are the feedback mechanism to allow for users to report false claims?7.       Are there any regulations pertaining to functional food, health supplement, and dietary supplements, novel ingredients etc.?8.       Is there a mechanism in place to address queries/ concerns on food regulations or food standards? If yes, what kind of queries are received from MSME's on food regulations and food standards?9.       Are Halal regulations/ Standards applicable to your country? If yes, what is the framework of implementation?10.   How imported products are regulated under Halal standards? What are the general guidelines and feedback that you can suggest to exporters for better compliance to Halal Standards/ regulations?11.   Are there any training materials available on halal requirements specific to your regulatory system?Understanding Capacity Building Initiatives in Place12.   Any training or support provided to the food industry, MSMEson regulatory standards and their implications? What are the existing capacity building measures for MSMEs in food processing on regulatory standards - food safety & compliances, export requirements etc.?  13.   What is the approach to impart training for MSMEs - cluster approach or individual training?14.   Are there any recognized institutions/ a pool of trainers available for capacity building?15.   Is there any standardized content/ curriculum available (developed in country/ international/ AANZFTA Parties) for the trainers on the relevant topics? How close they are to bridge with international standards?16.   Are food safety courses included in curriculum in Colleges/ Universities?17.   Any collaboration/agreement with international bodies for food safety capacity building?Understanding Government support for F&B industry18.   What are the various Government support measures provided to the MSMEs in food processing sector - policies and enabling environment like establishment of linkages and networks with various stakeholders such as chambers of commerce, food associations, academic and research institutes, development agencies, and consumer groups etc.19.   Are accredited food testing labs available and services accessible and affordable for MSME's?[Please elaborate if there are enough testing facilities for processed food exports, if there are any support programs extended to MSMEs in availing the testing services (e.g. reduced testing charges, priority report generation, special training on testing related problems etc.)]Understanding state of play among MSMEs in the Food Industry20.   What are the compliance levels of MSMEs in Processed food categories?
