ISC is the National Standards Body responsible for the preparation and publication of Cambodian Standards and Guidelines for products, commodities, materials, services, practices and operations.
The national standardization programmed develops Cambodian Standards on a consensus basis and promotes the wide acceptance of Cambodian Standards by industry and government to enhance enterprises' business competitiveness.
Objectives of national standardization
  Objective 1-
Cambodian Standards are developed to meet the needs of industries and consumers to promote quality and safety of products and services.
  Objective 2-
The Cambodian standards fulfill generally recognized requirements of both producers and consumers and aim to reduce waste of resources and eliminate unnecessary variety to obtain economic benefits to the country.
  Objective 3-
Cambodian standards for products ensure optimum quality level desired by the market.
  Objective 4-
The standards are formulated using the principle of consensus and are aligned with international standards to the maximum extent feasible.
  Objective 5–
The standards conform to the requirements of  the TBT agreement of the World Trade Organization (WTO).
Circulation of draft standards for comments
 
The drafted Cambodian standards are widely circulated among all stakeholders for public comment for a period of not less than two months.
Revision of Cambodian Standards
 
Cambodian standards are revised at intervals of no longer than five years to ensure they are current. Where necessary, revisions are undertaken within five years to keep up with changing requirements or when there is a valid request to review a standard.
National Standards Council
 
A National standards Council is appointed by the Minister of Industry, Mines and Energy in terms of the Law on Standards of Cambodia are approved, revised or revoked by the National Standards Council.
The ISC is the secretariat of the National Standards Council.
Technical committees
 
 
a) The following technical committees are presently in operation:

          ◊ Food & Agriculture                                       TC1
          ◊ Chemicals & Consumer Items                         TC2
          ◊ Civil, Mechanical & Electrical Engineering           TC3
          ◊ Textiles & Garments                                      TC4
b) Technical Committees are formed on a representative basis by seeking nominations from industry, associations, academic institutions and government departments. The committee size is a compromise between a reasonably broad base of representation and the need to restrict membership to workable numbers.
Prioritization
 
Before formulation or revision of a Cambodian standard, the projects are considered by the technical staff on its priorities with focus on:
 
  1. Improvement of industry, trade and export potential of the country.
  2. Protection of safety, health and the environment;
  3. To meet the requirements of regulatory and conformity assessment bodies, etc.
 
A plan of priority standardisation is drafted after completion of a survey of all interested and concerned parties.
