Under Law on Standards of Cambodia, the standard development of Cambodia is processed through many stages in order to get standards published. Standards Development, Training and Consultancy Department (STCD) is the main core department of the Institute in the Cambodian standards development process. The proposal of new standards has to go through the technical work groups. The technical work for development of Cambodian standards and related normative documents shall be done by Technical Committees (TCs) with Working Groups (WGs) that have been approved by National Standards Council (NSC). Stage Process
Proposal stage
The first step in the development of a Cambodian Standard is to receive a request from stakeholders (both external and internal) who have determined a need for a particular Cambodian Standard. A new work item proposal (NWP) is initiated. The request is then submitted for formal approval from National Standards Council (NSC). Upon approval of the request, the project is assigned to the relevant existing Technical Committee (TC) or Working group (WG) or a new TC or WG may be established by NSC to undertake the project. 
Preparatory stage
Deliberation of a project is carried out by the Working Group and Technical Committee and the Draft Cambodian Standard (DCS) is finalized for Public Comments for a period of sixty working days. The DCS is circulated to relevant Stakeholders both internal and external.  The final draft is also reviewed internally by Editing Committee of Standards, Training and Consultancy Department STCD.
Review stage
Following the period for Public comments, the Final Draft Cambodian Standard (FDCS) is reviewed by the T.C to address any comments received.
Approval Stage
Upon acceptance by the TC, it is forwarded to NSC for approval of Final draft Cambodian Standard and then The final draft Cambodian Standard will be sent to Minister for approval as Cambodian Standard.
Publication stage
Once a Cambodian Standard has been edited, it is sent for printing and gazetting in the National Gazette.
