The Institute of Standards of Cambodia
(ISC) and the United Nations Industrial Development Organization (UNIDO) have
now teamed up to assist Cambodian enterprises to obtain ISO 9001, ISO 14001 and
HACCP certification. After Cambodia became a member of the World Trade
Organization (WTO) in October 2004, the country has a good opportunity to access
international markets being non-discrimination or other barrier but customer
requirements are strong pressures to manufacturing companies, enterprises and
SMEs that intent to export their products to international markets . The nature
of International Standards as ISO 9001 and ISO 14001 is voluntary but when
customers understand this system are very effective application in
organizations,
The ISO 9001 Quality Management System is a tool
for organizations to need to demonstrate its ability to consistently provide
product that meets customer and applicable regulatory requirements and aim to
enhance customer satisfaction through the effective application of the system
including processes for continuous improvement of the system and the assurance
of conformity to customer requirements and trading conditions. So if developing
countries such as Cambodia, do no have the necessary capacity for ISO 9001
certification it is inevitable that exporters will be marginalized from global
trading at a time when globalization and related trade liberalization is been
viewed by developing countries as an opportunity to expand the industrial base
and venture into exports led growth utilizing the lower wage costs as a
comparative advantage.
The ISO 14001 Environmental Management System (EMS) standard
specifies requirements for an organization to formulate a policy and objectives
considering legislative requirements and information about significant
environmental impacts. It applies to those environmental aspects which the
organization can control and over which it can be expected to have an influence.
It does not itself state specific environmental performance criteria. Applying
this standard it mean that their organization have an involvement of protection
in social-environmental impacts and also a continuous improvement system to
monitor and reduce the environ- mental impact of their activities. Similar to
the ISO 9001 system, compliance to the ISO 14001 system is now increasingly
being required by importer countries.
The Hazard Analysis and Critical Control Point (HACCP) system is
a food safety management system which concentrates on the prevention of hazards
and their risks from occurring at specific points in the food chain. The HACCP
approach easily integrates into the Total Quality Management or ISO 9001 system.
In the USA about 38 states are using HACCP as part of their regulatory process
and the EU has also introduced HACCP as a mandatory standard.
The Systems Certification activities that involve assistance from
ISC for conducting awareness and training programs for ISO 9001, ISO 14001 and
HACCP certifications have commenced with seven members of the ISC staff having
satisfactorily completed the lead auditor examination for ISO 9001 and ISO
14001.
With the commencement of this activity after the setting up of
the ISC’s quality management system in compliance with the requirements of the
ISO/IEC Guide 62 and obtaining accreditation from a recognized accreditation
body, ISC will play a role as Certification Body in Cambodia and carry out
audits for client organizations like companies, enterprises, SMEs for systems
certification and HACCP certification as well and carry out surveillance audit
for the organizations.
With the accession of Cambodia to the World Trade Organization
(WTO) in 2004, it is inevitable that organizations in Cambodia be certified to
the ISO 9001, ISO 14001 and HACCP systems in order to compete as equal partners
in global trading.
